Oh… That's just the standard «Fan Stitch». In American Crochet Terms that would be:
(2 Double Crochet Stitches, 2 Chain Stitches, 2 Double Crochet Stitches,)
All in the same Chain 2 space of the previous row.

Our Double Crochet Stitch —
The Single Crochet Stitch — meaning that you wrap the yarn around the hook once, THEN finish the stitch.
